Concrete Sleeper Retaining Walls

Sloping blocks are a fact of life around Geelong. Whether you are levelling a backyard in Waurn Ponds, terracing a garden in Highton or squaring up the edge of a driveway in Corio, a retaining wall is often the first thing that has to go in before anything else can happen.
Concrete sleepers have become the default answer to that job, and for good reason. This guide walks through how the system actually works, what the Victorian permit rules say, and the details that separate a wall standing straight in twenty years from one that starts leaning in three.
Why concrete sleepers suit local conditions
Much of Greater Geelong sits on reactive clay. That soil swells when it is wet and shrinks when it dries, and the constant movement is hard on anything buried in it. Timber sleepers draw up moisture, rot from the base and remain vulnerable to termites. Treated pine performs well in the right spot, but in permanent contact with damp clay its working life is limited.
Steel reinforced concrete sleepers do not rot, do not attract termites and never need sealing or staining. They carry load rather than simply holding their shape, and they sit inside galvanised steel posts that do the structural work. On the newer estates around Mount Duneed and Armstrong Creek, where cut and fill has left plenty of blocks with a level change to resolve, they have quietly become the standard.
The trade-off is weight. A single sleeper is heavy enough that most panels need two people or a machine to place safely, which is worth planning for before delivery day rather than after.
What the system is made of
A concrete sleeper wall is four components working together, and each one depends on the others being specified correctly.
Sleepers
Precast reinforced panels, commonly available in thicknesses around 75mm, 80mm and 100mm. Thicker panels suit taller walls and heavier loading. Lengths are made to match standard post spacings so panels drop straight in without cutting on site.
Posts
Hot-dip galvanised steel, galvanised to AS/NZS 4680. H section posts run through the middle of the wall and C section posts finish the ends, with 90-degree and 45-degree posts available for corners and changes in direction. Post profile has to match sleeper thickness, so the two are always ordered together.
Footings
Every post is concreted into its own hole. Depth and diameter follow wall height, soil classification and anything loading the ground behind the wall. There is no universal rule of thumb here, and guessing is where most failures begin.
Drainage
Aggregate backfill and agricultural pipe behind the wall, running to a proper outlet. Covered in detail further down, because it matters more than anything else on this list.
The one metre rule and when you need a permit
Retaining walls in Victoria fall under the Building Regulations 2018. A building permit is required once a wall retains one metre or more, measured from the lower finished ground level up to the top of the retained soil.
Below that height, the exemption is narrower than most people assume. A permit can still be triggered when the wall carries a surcharge load such as a driveway, pool, shed or structure sitting behind it. The same applies when the wall is close to a boundary or supports adjoining land, or when it forms part of larger building work that already needs approval.
Splitting one tall wall into two shorter terraces to stay under the threshold does not work either. Where terraces sit close enough to act together, they are generally assessed as a single retained height.
Planning permits are a separate matter again and can apply near a road or footpath, or where a heritage or landscape overlay covers the property. Anything at or above one metre also needs engineering design under AS 4678.
Rules change, and every site is different, so confirm your specific situation with the City of Greater Geelong or a registered building surveyor before you order materials.
Drainage is what decides the outcome
Water is what destroys retaining walls. Saturated clay sitting behind a wall pushes with far more force than damp soil, and that pressure has nowhere to go if the wall cannot drain.
Getting it right means backfilling with free-draining aggregate rather than the clay that came out of the excavation. A slotted agricultural pipe sits at the base of that aggregate, wrapped in a geotextile sock, and falls consistently towards an outlet that actually discharges somewhere sensible. Geotextile fabric between the aggregate and the surrounding soil stops fine particles washing in and clogging the drainage layer over time.
Leaving out the ag pipe is the most common shortcut on DIY walls and the one that causes the most expensive rebuilds.
Finishes and matching the rest of the yard
Plain grey is still popular for walls that sit behind planting, but the decorative range has moved well beyond it. Timber grain, stackstone and rockface finishes are widely available in tones running from charcoal through to sandstone, and they weather far more evenly than stained timber does.
Worth thinking about the fence above the wall at the same time. A charcoal sleeper wall finished with Colorbond fencing in a complementary colour reads as one deliberate structure rather than two separate jobs done years apart.
Five mistakes worth avoiding
- Underestimating weight. Arrange access, help or machinery before the delivery arrives.
- Digging footings by eye. Depth follows wall height and soil type, not habit.
- Backfilling with excavated clay. It holds water against the wall and works against everything the posts are doing.
- Ignoring estate design guidelines. Many newer developments set rules on wall height, materials and finishes, separate from council requirements.
Ordering posts before confirming sleeper thickness. Mismatched profiles are the most common reason an order has to go back.

How long does a concrete sleeper retaining wall last?
With correct footings and working drainage, a concrete sleeper wall will typically outlast the landscaping around it and often the house owners themselves. The concrete panels are the durable part. Lifespan is usually decided by the posts and the drainage, which is why galvanised steel and a properly installed ag line matter so much. Walls that fail early almost always fail because water was never given a way out.
Can I build a sleeper wall myself?
Low garden walls and raised beds are within reach for a confident DIYer, provided the wall retains well under one metre, carries no load behind it and sits away from boundaries. Once you are approaching the permit threshold, or the wall is holding up a driveway, pool surround or anything structural, it becomes an engineered job. The panels are also genuinely heavy, so honest assessment of lifting capacity matters as much as the regulations do.
Do I need to talk to my neighbour before building one?
If the wall sits on or near a boundary, or will retain soil that supports their land, yes. A conversation early is far easier than a dispute later, and depending on the situation, formal protection works notices may be required. Retaining walls are treated differently from dividing fences under Victorian law, so do not assume the cost sharing arrangements that apply to fences will carry across.
Can I put a fence on top of a sleeper wall?
Commonly done, but it needs to be planned rather than improvised. Fence posts should not simply be fixed to the top sleeper, and the combined height of wall plus fence can affect what is permitted on the site. The tidiest results come from deciding on the fence before the wall goes in, so post positions and any required footings are set from the start.
